fix: install wireguard-tools from the webinstaller's package list

30ee044 added it to archinstall/user_configuration.json, but the
webinstaller builds its own package list in build_archinstall_config(),
so installed boxes had no wg-quick@.service and gateway connect failed
with "Unit wg-quick@furtka-gw.service does not exist".
