Bootstrap script + compose + config checked in under ops/forgejo-runner/
so a second runner is a scripted setup. runner-setup.md corrects the
register label format (<name>:docker://<image>, not bare names) and
documents the Ubuntu systemd-resolved DNS gotcha.
